Faded Magnificence

Most buildings were publicly funded and towards the end of the Empire there were less funds avaialable for public works.  That doesn’t mean that it still wasn’t capable of creating masterpieces like the Hagia Sophia.  But overall the scope and ambition of the previous generations waned as the Empire shrunk and the Emperors were saddled with more pressing and even existential concerns.
